ELECTIONS IN ADZHATIA
Parliamentary elections
The Adzhatian parliament is called the Dume. It has 142 members, 27 of which are elected through regional elections. Any citizen of Adzhatia who has reached the age of 18 may be elected for one of these seats, but only once. It is however possible to be re-elected for one of the other 115 seats. A regionally elected member of the Dume cannot be fired or give his seat to somebody else, and when he or she dies before the end of his or her term, the seat will remain vacant until the next regional elections of the Dume. These elections take place very regularly every once in four years and the members elected in this manner are not influenced by early elections for the other part of the Dume.
The 115 remaining seats are filled by means of proportional elections. Although the 27 regionally elected members are taken into account in the search for a political majority, only the proportionally elected members are affected when the Dume is dissolved prematurely.
The last regional elections of the Dume took place on Saturday 25 September 2010; the next will take place on Saturday 27 September 2014. The newly elected regional members of the Dume are normally installed on the first Friday of October.
The last proportional elections of the Dume took place on Saturday 19 November 2011; the next will take place on 14 November 2015 at the latest. Newly elected proportional members are installed within three weeks after the election.
Presidential elections
According to the 2006 constitution, the President of the Adzhatian State is elected by the people of Adzhatia for a four year term, which can be renewed twice. The function is largely ceremonial, although the president plays an important role in the formation and dismissal of new governments. Also, the president has the right to dissolve the Dume if he deems this necessary, but no president has done so in the short Adzhatian history.
If a president dies in office, new elections have to be held within 30 days after the state funeral has taken place. Until the next president has been elected, an interim president, appointed by the Dume, will hold office. The president can be impeached with the approval of two thirds of the members of the Dume. If a president is impeached, he may remain in office until his successor is elected; if he chooses not to, the Dume will appoint an interim president.
The last presidential election took place in two rounds, on Saturday 19 September and Saturday 2 October 2010. The current president, mr. Ăŕva Bekina, was elected with 50.2% of the vote, defeating former president and prime minister Ereh Ħĭnzei with just a narrow margin.
Normally, the next presidential elections will take place on Saturday 20 September (first round) and, if necessary, on Saturday 4 October 2014 (second round). The newly elected president will then take office on 11 October 2014.
